I think its a big mistake to just assume police have the authority to tell peaceful protesters to leave at all. The people should be in charge, not the police, and especially when the people are completely peaceful. The police have no valid authority over peaceful protest.

Keith i would argue you're dead wrong about that. Immediate full-scale supression has the best outcomes for both economy and health, and the fastest return to normalcy. Half measures are more likely to draw this out for a year or more.
