A number of corruption complaints have been filed with

lately. However, progress of the investigations are hardly made public.
In fact, we rarely know whether or not anyone is ever summoned or questioned. ACC still functions secretively with little transparency.

2. CrP Act provides for procedures on pretrial detention and bail, but is silent on whether bail can be granted post-conviction. However, HC has allowed bail in exceptional cases in the past, recognizing the defendants’ entitlement to be released on bail pending appeal.

Some thoughts on bail issue:
1. Bail as a right extends to cases involving pretrial detention. It is a right protected under the constitution as well as human rights instruments. Trial judge must grant bail unless there are strong grounds for refusal.
