The police can designate an area a drug free zone for 5 days if any arrests for drugs have been made and if any violent crimes have been committed in that area. If Black and brown people are disproportionately being arrested for drug crimes, then the law is already a problem.

Designating an area a drug free zone based on # of arrests is a horrible indicator of a problem. Many people who do illicit drugs are not arrested (think opiod crisis) for their drug use. Wealthier people go to rehab. Poor ppl get arrested.
