You're lying. It's not internationally recognized as part of Syria. It's disputed between Syria and Lebanon but was always part of Lebanon. Regardless it's occupied by Israel.

Israel has always been the aggressor and feigned self-defense.
The playbook is: violate international, escalate the situation, take offensive action, feigned self-defense.

I'm not even sure it's historically or politically complicated. It's just that one side has all the power and opposes any reasonably fair solution. That side also knows the longer it holds out, the less likely it is to have make concessions.
