It's a kind of two tier justice where the government fails to enforce the rule of law for some groups but overenforces it on groups harmed by the aforementioned privileged groups: "Anarchy for me, tyranny for thee." Incoherent legal systems inevitably facilitate that kind of abuse as when normal citizens cannot reasonably avoid breaking the law then de facto law enforcement is SOLELY a function of the preferences and biases of those in power. You seem to have grown up huffing leaded gasoline so I suppose it's unfair of me to think you could infer all that.
