To make KR server LoL account, you need KR phone number (tied to your social ID or foreigner ID). Players on bootcamp cannot get an ID with their short term visit.

Shared account is a serious issue here since each account is tied to ID, Riot KR banning those accounts is no surprise once they checked the hotel in order to ban TF's bought accounts.
TLDR; TF blade toxicity brought attention of Riot KR and rest got banned for acc sharing

I like to compare LoL to soccer. If you are down 4-0 its pretty much gg for football, but players keep running, defending, passing, shooting, etc until the very end.
