The thing is that modern do no harm+respect humanity principles offer little guidance as to how we ought actually to live. But day to day guidance is what we all need. The duty of the moment may well be to care for the man in the ditch but usually it's the man under your own roof
Glad to see people debating the "order of love." Here is a relevant passage from Aquinas, which acknowledges special obligations to family and fellow citizens, while also acknowledging Good Samaritan cases, but without resolving our political questions.
