The core problem is that a human factory worker cannot move as quickly (and as safely) as a factory robot - speed and safety mean time, materials, and energy efficiency, which means less money for greater output. But we don't (yet) have the robots:

This is missile abuse. Missiles want to fly to find their targets, and if they are strapped down like this and subjected to "experiments" that do not allow flight, especially on camera, they can become depressed and sluggish in their controls and occasionally not power on at all.

It's a good question; part of why this is true is new energetics require lots of testing and new manufacturing set up. Machine types are different. Supply chains are different. It's easier to do the same old thing than anything new. But wars are won when you do new things.
