I've lived abroad for a few years - and also worked abroad for shorter periods - and never had to undergo Garda vetting, or any security vetting.
I had to undergo Garda vetting before I moved abroad to ensure I was not a threat to the security of those nations. The Irish people aren't asking for more than what they would also likely be expected to undergo when moving to a foreign nation outside the EU.
