With the DPS fiasco highlighting the Austin police staffing drop, there's a LOT of disinformation floating around again - namely that City Council bears responsibility.
In reality, police struggle to fill vacancies nationwide & police themselves are the primary culprit.🧵
For one year, low-income families in Austin, Texas, received $1,000 a month to do whatever they wanted; they spent it on rent and “substantially" improved their situations.
No one advocating for any of the following should be taken seriously ever again:
- more non-lethal weapons for police
- more body cams for police
- more police of color
- more police from the communities they patrol
- more police
Greg Abbott deserves impeachment, foremost for his fascist deployment of state troopers to trample the rights & physically harm his political enemies & scapegoats.
AND...
@adamjohnsonNYC
"Botched" is the go-to adjective for awful police actions that should never have been taken & had *unsurprisingly* bad outcomes but that police claim wasn't their intention.
Another corruption bombshell at Austin Police.
APD leaders:
1-Knew BEFORE 2020 their "less lethal" shotguns caused extra harm but still armed cops at protests w/ them
2-Timed "investigating" this to dodge accountability for themselves & cops that recklessly fired at protesters
NEW: A confidential Austin police report completed in late 2023 and obtained by
@statesman
and
@KVUE
reveals police higher-ups had information that munitions that severely injured protesters in 2020 were not performing as expected months earlier.
Police are so secretive even elected officials can't access many of their records w/o a non-disclosure agreement! Even concerning major events of public interest like a school shooting! Unreal.
No wonder police expect to get away w/ wrongdoing. No one is supposed to find out.
NEW: Months after the Uvalde shooting, amid demands for transparency, multiple Texas lawmakers have gotten confidential information by signing non-disclosure agreements with the Texas DPS -- a highly unusual extension of secrecy in a case of utmost public importance. (1/4)

This is coming to every jail in America that doesn't rapidly decarcerate NOW.
Lives will be lost. Medical resources will be overwhelmed. Entire communities will be harmed.
Rikers had 8 confirmed cases Friday, 38 Saturday, now 60.
Emergency is accelerating while NYC officials sit on their hands & De Blasio shrugs off space issue. Only 23 ppl released from Rikers so far. FAR FAR FAR FAR smaller jails around nation have released dozens more.
TRIGGER WARNING: Sexual assault
This extremely disturbing story about an Austin police officer being indicted for sexual assault is behind a pay wall.
I've copied & annotated it below b/c we all deserve to know when those w/ power abuse it, especially when it fits a pattern.
Early voting begins today in Austin!
Note that Props A & B appear almost identical on your ballot - that's intentional.
The Police Association copied the name & description of Prop A to confuse everyone. Don't B fooled!

Because police associations largely support the police that attempted the insurrection, not the ones that tried to stop it.
Austin police now have their highest budget ever, all the academy classes they can run & lower vacancy rates than many other city depts, including EMS.
They are the highest paid city employees, highest paid big city police in Texas & among the highest in the nation.

West Austin has spoken. Rather than confront the homelessness that results from our unjust status quo, those that benefit most spent millions & voted to make those in poverty disappear.
They won't.
Only housing ends homelessness. The fight continues.
#HomesNotHandcuffs
I'm so thankful to everyone that helped try to defeat Prop B in Austin.
The campaign was outspent ~10-1 in a 25% turnout May election & got 66k+ folks to show up on behalf of our poorest, most marginalized neighbors.
In contrast, Denver advocates lost a similar 2019 vote 81-19.
PHENOMENAL news
#ATX
!!!
Republican efforts to re-criminalize homelessness & use homelessness as a wedge to turn out conservative voters in November have failed. Save Austin Now has failed.
Our successful campaign to decriminalize homelessness will stand.
#HomesNotHandcuffs
Note the same Austin police steady scaring folks about short staffing & blaming others for slow 9-1-1 call response finds plenty of officers when its time to harm folks protesting genocide.
You can watch them play victim to extort the City for ⬆️ pay & ⬇️ accountability here 👇🏽
@adamjohnsonNYC
Plus the state forced the city to refund the police entirely, which they did plus another $10M. Austin police currently have their highest budget ever. And the rise in murder here started before last summer, but "crime" otherwise is down across the board. Just complete nonsense!
“...when a car is lost, misplaced, can't be found,” Malofiy said. “It's reported as stolen and they [Hertz] shift the costs of their inventory control to the police and to the prosecutors, which in the end is a taxpayer-funded repo service.”
We did it! Overwhelming majorities in Travis & Williamson counties supported Prop A & opposed Prop B!
This is a HUGE win for ALL of Austin. A stronger oversight system & more transparency should mean more police accountability & more deterrence of police misconduct & brutality.
Real "cancel culture" isn't being criticized online, its having your mugshot online forever. It isn't being fired from one job or even ostracism in your desired field, it's legal lifetime discrimination against you from all gainful employment. Its incarceration & homelessness.
Prop B promises to tear down encampments, but it can't remove every person experiencing homelessness from view.
Adding "sanctioned campsites" under police occupation placed only in black & brown neighborhoods fulfills wealthy Austinites' aim of disappearing the unhoused.
@TexasTribune
@TwitterMoments
On the one hand, any current social worker that would even consider turning down clients on the basis of gender, sexual orientation or ability shouldn't be serving them.
On the other, this new rule might influence more bigots to enter the social work profession.
When there's an apt or house fire, we don't pass laws to punish all apt dwellers or homeowners.
So when there's a tent fire on a sub-40° night, just after a storm that took people's limbs to frostbite, we shouldn't criminalize all unhoused folks. Its discriminatory & wrong.
In his 1963 "Letter from a Birmingham Jail," Martin Luther King, Jr. rightly discredited the "outside agitator" smear as provincial when applied to anyone from the US protesting anywhere else in the whole country!
Those focusing on student makeup at protests deserve disdain.
APD took 2+ weeks to say
#MikeRamos
was NOT armed to maintain that officers were justified in killing him.
2+ months later, during protests that con't in his honor, APD announced a protester shot & killed *by someone who drove into a crowd* WAS armed to try & justify his murder.
Austin police have fewer staff & less budget than last year & even APD reports crime is down, even w/ increased population & including last April when folks quarantined the most.
Please question those claiming Austin is less safe & ask what they have to gain by spreading fear.
The "partnership" between
@KirkPWatson
& Governor Abbot bringing *more* DPS troopers to Austin risks significant harm to the City & the people that live here.
If these add'l troopers patrol our city, like in Dallas & many border communities, we'll soon be demanding they leave.🧵
And these tickets were plagued by unjust racial disparities.
This isn't a return to order, its a return to legitimate fear every time you leave your house if you drive an old car, have an old warrant, are undocumented, black, brown and/or own a gun. It's a return of oppression.
I feel so inspired to be among 10s of 1000s in Austin today overcoming despair & propaganda (& rain) to rally together to demand a

The protest is still growing.
Everything we see & hear thus far about DPS troopers deployed to Austin indicate Mayor Watson lied or was tricked about the goals of this effort.
As rumors swirl of another deal between Watson & Abbott, I hope this serves as a warning to all involved- believe them at your peril.
A little refresher on Art Acevedo's scandals *Austin Edition*
1. Acevedo oversaw the complete unraveling of Austin's crime lab. Even Texas Dept of Public Safety ended up recommending to close it, saying it was so dysfunctional it couldn't be reformed.
@SairaForGeorgia
The actions of police against

protestors provide the best argument against Cop City- which promises to train more police to take more egregiously violent actions like this- in this case to SWAT raid political dissidents on charges of charity fraud.
For those of you that don't want to see even more people jailed in Texas because they can't afford to pay bail, please free up your Saturday to come to the Capitol.
Will confirm details ASAP.

Communities of Color United must also be recognized for their leadership every budget cycle.
And ANOTHER Austin police bombshell. A new lawsuit by an ex-officer exposes a culture of:
- rampant sexual harassment & gender discrimination,
- neglecting to answer 9-1-1 calls in favor of "hunting" people, &
- retalition against officers that push for change.🧵
Thanks again to the amazing people that helped educate people out of signing an awful anti-homeless petition. Because of you it wasn't on the ballot in Austin tonight. You're all heroes.
WARNING: The APD footage of them killing
#MikeRamos
is below.
Its horrifying & traumatic, but if APD is going to have body cams they must release it.
It affirms the bystander video:
- the 911 caller lied
- violence was still totally unjustifiable
- Mike Ramos should be alive
NEW: Austin Police Department has released the critical incident video of the incident where Mike Ramos was shot & killed by APD on April 24. This is the first video to be released under the department's new video release policy:
This raid by Austin police on an immigrant & worker rights organization look like the actions of a right-wing vigilante group.
Their claims of being an under-staffed, under-funded public safety institution concerned w/ public trust ring as hollow as ever.

Remember that awful shooting that occurred in the most heavily policed part of town less than a month ago where cops were moments away & the people alleged to have done it still got away & then police falsely accused & arrested 2 people?
How will more police make Austin safer?
While everyone rightfully piles on Governor Abbott for causing so much avoidable death & hardship by downplaying the
#COVID19
crisis, let's not forget he spent *months* last year tweeting damn near daily pretending Austin letting unhoused people sit & sleep in peace was a crisis.
All of the pressure being applied by the Austin Police Association against the City Council right now is b/c they want Council to approve a 4-year deal rather than a 1-year extension.
This is entirely b/c they don't want more oversight & has nothing to do w/ pay or safety.
⚠️WARNING⚠️
You may be approached in the coming months to sign a petition to "Save Austin Now".
They may claim its for public safety or even to help the homeless.
It's not.
It's an attempt to revert back to failed policies that targeted the homeless & didn't make us safer.
@GregAbbott_TX
Speculating before the facts are known reveals his motive is to breed fear of people experiencing homeless - which is wrong.
Even if true, ticketing people for sitting, lying down & camping wouldn't have prevented this so blaming
#ATX
leaders is transparent political theater.
20 minutes before the City's court-mandated apology to sexual assault survivors for harmful actions largely overseen by Art Acevedo when he was Austin police chief - he pulls out of being re-hired! Victory!
But don't let City Manager Garza & Mayor Watson off-the-hook for this.
BREAKING: Former APD Chief Art Acevedo has pulled out of an offer to serve as interim assistant city manager overseeing the police department amid concerns raised by some city council and community members advocating for sexual assault survivors.
If you voted for Prop B in Austin b/c you believed it would help people somehow, please note that the people behind it have dropped that pretense & are now complaining that unhoused folks aren't being punished for the crime to have nowhere else to go.
The coalition against Prop A in Austin is one of the largest in the city's history.
Groups for racial, social, economic & reproductive justice, the environment, animal rights, privacy, neighborhoods, density, public transit + every labor group (but 1) all urge voting

I can't speak to the motivations of everyone associated w/ "Save Austin Now," but the entity itself is clearly designed to increase the membership, funds & political power of the Travis County Republicans & Austin Police Association. Everyone involved are tools for that cause.
Wow. A prosecutor cutting a deal to release someone indicted of a felony. I bet Texas Attorney General Ken Paxton will demand all communications about this subversion of justice.
J/k. The "tough on crime" crowd actually just wants a system tough on the poor & people of color.
BREAKING: Texas AG Ken Paxton has reached a deal to resolve 9-year-old felony securities fraud charges through a deal with prosecutors. We will learn the terms momentarily.
Its a clean sweep folks. The Austin American-Statesman, the Austin Chronicle, & every local elected & community organization that've endorsed ALL support voting:
YES on Prop A &
NO on Prop B
Early voting starts TOMORROW!

The mischaracterization of anti-genocide student occupations as animated by antisemitism & their subsequent repression by many Democrats around the county provided Greg Abbott cover to immediately violently attack the

Popularized in response to

protests, the Thin Blue Line symbol now represents hostility to racial justice & flies at white supremacist rallies - leading police depts across N. America to ban it.
The ignorance or indifference of those waving it warrants rebuke.
UPDATE: Austin’s Sixth Street businesses are preparing for the Final Patrol of Senior Police Officer Jorge “George”Pastore. Thin Blue Line flags are going up along Sixth Street just in time for tomorrow morning’s funeral procession.
Art Acevedo's tenure in Austin produced endless scandal, as did his tenure in Houston & his ridiculously short tenure in Miami.
Given how completely unaware Austin's Mayor & City Manager appear about the last 20 years of world events, I fully expect them to bring him back.

Truly disgusting use of MLK by the local Republicans. There is no question MLK would oppose their effort to punish people for their poverty, which disproportionately harms black people.

Unaffordable housing in a city drives homelessness in that city.
NOT mental illness or substance use or "loss of community" or unhoused people moving to that city.
UNAFFORDABLE HOUSING.
Analysis comparing data from 2017 & 2022 found areas with fast rent growth—Sacramento, Fresno, Raleigh, Phoenix, Austin, and Tucson—saw homelessness spike.
Places with slow rent growth—Minneapolis, Houston, Philadelphia, and Chicago—saw homelessness drop.
The governor that's tried to kill us over & over by downplaying COVID, ignoring long-known issues with the state power grid, refusing to expand Medicaid, proliferating weapons of war, & on & on.
THAT governor wants you to vote for Prop B in Austin.
Vote NO on May 1.
DPS' efforts to rebut this story by quickly producing video while still not releasing video of their 2 shootings in Austin only underscores how police:
- can very quickly produce videos when they want to
- view dash & body cam videos mostly as a PR tool, not a transparency tool
DPS pulled guns on a 10 year-old trying to go to the bathroom after his father parked at their house & noticed troopers w/ flashing lights.
DPS also shot someone fleeing on Sunday. Do they just shoot anyone that runs away?
They also ticketed the dad over CBD? This needs to end.
Wow. Austin City Manager Cronk thinks the City compensating the victims of police violence is all that needs to happen b/c if officers face any accountability, that would hurt hiring more officers... to brutalize people w/o consequence. How is this person in charge of Austin?
Yesterday evening, Austin City Manager Spencer Cronk released the following statement after indictments were made against 19 Austin Police Officers for injuring protestors during the May 2020 Black Lives Matter protests.
"Texas today incarcerates nearly one-quarter of a million people in its jails and prisons—more than the total number of prisoners in Germany, France, and the United Kingdom combined."
What do
#OperationLoneStar
, requiring cash bail, criminalizing care for trans kids & pardoning cops that brutalize protestors have in common?
They show that Gov. Abbott views the criminal legal system as nothing but a tool to wield against the vulnerable for political gain.
Polls are open everyone. Please go vote AGAINST Prop A in Austin today!
Prop A would require up to 1/2 of the city's budget be spent on police in perpetuity, forcing cuts to essential social services that save lives, protect health & make Austin a livable city.
In the 30-40 minutes of this event at the corner of Riverside & Oltorf, I saw no less than 15 DPS troopers & 3 traffic stops.
Constant low-level traffic stops don't prevent violence. That's just the excuse they use to harass & oppress communities of color & the poor.
We’re in the third week of the partnership between the Austin Police Department and the Texas Department of Public Safety and local activists are expressing concerns that DPS troopers are racially profiling certain areas of the community.
Austin City Council has given every indication that want to pay Austin police even more & increase recruitment to fill vacancies.
But b/c they have the audacity to want to hear from voters about more police oversight, Austin police portray them as enemies endangering the City.🙄
#ATX

Really appreciate all of the amazing, passionate people speaking out & protesting today for black lives.
Prop B supporters falsely claim voting yes will "send a message to city hall to fix the issue." All it will do is disappear the unhoused & end all of the momentum to actually help.
After years of stagnancy, housing efforts have ramped up BECAUSE it's more visible. Vote NO!
Austin City Mgr Cronk opposes police oversight so badly he's pulling out all the stops to tee up a council vote on an awful police contract (to preempt the May vote) in hopes council will cave at the threat of (falsely) being called anti-police by right-wingers if they reject it.
ALERT: Travis County Republicans have launched another effort to make homelessness a crime.
If you receive anything in the mail or talk to anyone asking you for your signature related to homelessness, DO NOT SIGN!
Police can't fix homelessness. But they can make it even worse.
IF Austin police quit in droves despite keeping their benefits & getting a raise (even tho THEY ended bargaining), then they:
1. would be quitting b/c they feared more oversight
AND
2. know quitting wouldn't harm safety
OR
don't care about harming safety
A lot of folks now recognize & call out past exonerative tense when its used to avoid blaming police for violence.
Now let's do gov't & non-profit speak about why communities are poor.
"Under-served"
"Disenfranchised"
"Underrepresented"
"Marginalized"
Tell us by who.
This is what Save Austin Now is threatening to bring back to Austin. Please don't sign their petition (or any petition about homelessness).
If you've already signed, you can take your name off thru Monday at least. Every signature counts. Instructions below.
The extreme lengths police associations go to fight modest levels of civilian oversight & transparency only makes it seem like police have way more to hide than we can even imagine.

40% of Austin's budget is spent on policing at the expense of much needed healthcare, housing, youth programs & other initiatives that improve safety & don't risk violence.
The >300 sworn vacancies @ the Austin Police Dept cannot be filled in the next year, even w/ full training classes & a 100% graduation rate.
In a rational city, excess positions would be cut this year to free up MILLIONS in one-time $ to help people in Austin over the next year.
Proud of my city.
Other places faced w/ an onslaught of money, lies & fear like this abandoned reimagining these institutions of punishment & returned to discriminatory & harmful ways of the past.
Not Austin. Let's keep pushing for the just, free & caring community we deserve.
Incumbent District Attorney José Garza has claimed victory.
His opponent Jeremy Sylestine outraised Garza by a staggering amount: $1.2 million compared to just $204,000 for the incumbent. The bulk of that support came from high-dollar GOP donors.
Police conducting chases reaching 90 MPH thru residential neighborhoods aren't protecting the safety of the people in that community - they're endangering it!
DPS patrols in Austin deepen state control of our city, threaten the lives & freedom of communities of color & must end.
The increasing collaboration between police & Texas state leaders to overturn election results & enshrine their own impunity to act w/ violence & corruption makes their fascist aims clear.
Those that remain silent in the face of this will share the contempt of history.

The City of Austin's plan to build its own jail will result in:
- more wrongful arrests not being thrown out
- people wrongfully arrested spending longer in jail
- more people being wrongfully arrested
- a huge waste of public funds
- another scandal for the Watson/Garza regime
I appreciate the many local Austin elected officials that rightfully condemn the use of law enforcement against students, and its noteworthy who remains silent. More on that to come.
