thats not true... 1. the last lend lease act passed (2022), was just not used. 2. replacement is only required if the items are unfunded, and or still in inventory. we could send 2000 M1 tanks, 20+ patriot radars, 10,000 HMMWVs, every M113, every blackhawk, nearly every stored F16 and A10.... 2 million rounds of 4.2 inch mortar rounds. every round of ammo that was our of date, etc.... all the items listed are out of the inventory OR already replaced via the NDAA funding for new replacement items. example... as the new PSRM comes off the production line the replaced ATACMs M-55 could be sent to ukraine.. HMMWVs = JLTVs M113 = AMVP F16 = F35 etc.
