That fund can be invested in ranching. Multiple ranches in the North would end the Farmer-Herders conflict. Insecurity would be dealt a huge blow which would encourage more farmers to get back to the farm. Cattle dung could be sold as organic manure and all sorts of integration

Well said. However, I believe strongly that even without Govt funding, farmers would farm if they had the security that guarantees safe farming and if they profit.
