Banks should have been privatised long ago. Railway is not privatised per se but private players are already allowed to operate. (Eg Tejas Express). In most nations railways are privatised. No need to panic. India os doing fine with Air India as well.

India should not take this aid. It will make India a vasal state of US in front of China and will also diminish India's status as rising power. It will give US more leverage on domestic and foreign relations of US. India has so far maintained its dignity in relationship with US.
