This is because the game is improperly balanced and a lack of content updates.
Only a handful of weapons and heroes have endgame viability and once you have those upgraded, that's it.
STW rotates through the same few events every year and never makes new core missions/features.

Nothing you listed would improve STW in a significant way. What the game ACTUALLY needs is: bug fixes, hero & weapon balancing, and alternating core game modes. There’s a lot of additional improvements, some of which I will list below, but these are the priorities.

Mega City is, in my opinion, the worst POI to ever get added to Fortnite. The whole atmosphere of Fortnite revolves around a destructible environment, yet most of the buildings in Mega City are completely indestructible.

The old movement got removed from Party Royale. The only way to use it now is to play STW and hold out a deployable (like the Decoy ability).

With The Paradigm in particular, she was marketed as “Limited Time,” so original owners are likely to get a bonus style, as Skull + Ghoul were marketed the same way in a blog post.
