Here’s a view from inside of a Falcon 9 upper stage’s liquid oxygen fuel tank.
You can see the fuel decrease, followed by engine shutdown when the fuel drifts, then you can see the fuel ejected forward when staging of the Dragon spacecraft occurs.

Let’s assume Pe = 5 & Po = 0 (vacuum)
5 - 0 = 5
However if there IS a value for Po (ie there’s pressure) thrust will DROP
Assume Pe = 5 & Po = 3
5 - 3 = 2
Thrust falls- which perfectly matches reality.
See RS-25, Merlin, F-1 & RD-180.

They all take fuel. No fuel, no flight.
Your inability to grasp volume is not evidence against aircraft needing fuel

Here we can see the RL-10 rocket engine firing up in a vacuum chamber.
The RL-10 is unique as it’s an engine burning such cold fuel that moisture building up along its nozzle can freeze.

If anyone, literally anyone tried to track a satellite, then tracked a balloon- the difference would be night & day.

It’s lightweight, strong & extremely resistant to heat.

Well we have an answer to your question: is the ISS at the altitude of an airliner?
No. It isn’t. We can capture both passing overhead & the ISS is considerably smaller.
Further using trigonometry, we can affirm its altitude to be 410km (+/- km).
