On one hand I agree that Nilou's story is interesting (her defending art), on the other I really doubt that "art is worthless" is so exclusive to Iran and that hoyoverse wanted to represent that when they aren't able to give us a character that's darker than "slightly tan"
Nilou's character represents the struggles and oppression Iranian women experience from the government that actively discourages them from pursuing their passions and art. Her name being Persian and her Classical Persian Dance which is being forgotten are proof of that

I feel the same and a big part for me is that the way HSR is structured you could just... not see some characters ever again. Like I loved Jarilo-VI but it very much feels like their story is done and we moved on. In genshin no matter where you go, you're still in Teyvat.
Idk why I feel much more connected to Genshin characters compared to HSR. HSR chars feel like they’re in a scene and I’m just watching them but for Genshin chars,while still following personality tropes, feel much more real and more dimensional🥹
