Buff has stopped supporting international numbers from signing up. It seems like they have no plans currently on reverting this change. Interestingly they even blocked signups with Chinese numbers coming from IPs outside China. Very sad to see new users can't use buff.

They still do that, you can find someone's ssn with somewhat accuracy if you know their birthdate and birth place. They were never meant to be used the way they are used today.
