@Abusoru @daveweigel @Bencjacobs Its is very, very unfair that the spokesperson for an NGO dedicated to government oversight has to take extra care as a blind man not to say that he can’t see something that is plainly all around him and which his organization is tasked with seeing.

If you are taking him at face value, you are unlikely to appreciate any irony and think the joke dumb. But finding the joke dumb doesn’t make you morally superior.

@jaypgreene I applaud the impulse, but a blanket cap will lead to chaos. For example Johns Hopkins handles sensitive defense related research that requires heightened levels of security at their facilities. It could have been an aggressive percentage cut pending further investigation.
