Trey Parker discussed this in the 6 Days to Air documentary and it remains one of the most useful bits of advice I’ve ever come across for writers. Still think about it all the time.
This is one of my favorite bits of screenwriting advice. After hearing this, a lot of the negative feedback that I got on earlier drafts started to make sense.

We didn’t know anyone in the industry. Just decided to film some things and put them on MySpace to try and get noticed. Did some live shows. Built up contacts. Got into TV.
We still have the day jobs (and probably always will) but it’s amazing what can happen sometimes.

It doesn’t make sense that new writers are expected to create worlds and characters to demonstrate their ability. Wouldn’t we get a wider pool by asking for spec scripts of existing shows (like in the US)? Grow talent, get people working, and one day they may be a series creator.
