It looks like Super Sayian 3's stamina regeneration was fixed after almost 7 years. You now regenerate stamina at their normal rates on both the ground and in the air. Prior to this update, ground stamina regen for SS3 was the same as air stamina regen. Fixed now.

If you play builds that have only 3 bars of stamina, I recommend learning another playstyle soon. As the level cap keeps increasing, so will your base stamina. If you want to keep using a 3 bar build, you'll have to stay level 99. (1/2)

This is an idea that I had with a friend. This combo only works online since it involved heavy break resets. No one is ever truly safe after a stamina break. I think its possible to get more damage with a Timeskip/Molotov Limit Burst, but for now I am satisfied with this.
