Trump literally rolled back LBJ’s 1965 executive order that prohibited discrimination among federal contractors. It was a foundational anti-discrimination executive order that was part of enforcing the Civil Rights Act of 1964. So no, he’s not restoring the intent of that act. He’s eroding its enforcement mechanisms.
