The United States government doesn't involve themselves in the Olympics.

As far as the Olympics goes I think it's the opposite. If we paid a lot more for the Olympics and strategized we would win more medals.

Probably has to do with urbanicity. If you think about this biologically, if you see a lot of other people around the natural reaction is that there aren't enough resources for everyone. This is probably a billion-year-old trait.

I don't doubt that these are accurate, but most success outside a few professions is grit and not IQ. Nutrition and early cognitive environment also have a small but meaningful influence on adult IQ.
Also, there are cultural reasons for disparate success layered on top of the IQ
