The paragraph is clearly talking about norms. It is saying that the executive should use the letter of the constitution to impose its will over the courts regardless of the norms it ignores. For instance the only way way the federal courts can impose their will is through federal officers. Nothing in the constitution stops Trump defunding those police and putting in criminals into the FED that won't enforce the courts rulings. It is technically legal but spells the end of democracy in the US.
