COVID deaths might be under counted (I doubt that is still the case) however a number of studies indicate that the infection rate is also grossly under counted. MIT study showed the infection rate to be 14 times higher than reported. Statistics give us a general idea.

The subpoena had the full force of Congress behind it. There were a number of options including a few that would allow expression of dissent. Simply ignoring the subpoena wasn't one of them.
