Paul, as usual, is correct. Another likely outcome (a certainty IMO) is considerable inflation - USD will have less purchasing power as the price of goods will increase to offset the tariffs and/or supply will decrease as there is less incentive for companies to export to the us
The problem is that tariffs can and should be used to bring back domestic manufacturing and punish companies outsourcing jobs. But this is going to be so monumentally stupid and unpopular that the most likely outcome is that it surges public support for free trade to 90s levels
