Mai is figurately Maki's heart while Megumi is figurately Toji's.
Toji confirming that Megumi has made a future for himself allowed him to pass in peace, while the future that Maki wanted was taken away in Mai. The way Gege has paralleled Maki & Toji is nothing short of amazing
