Na you are just dumb, majority of the rockets are targeting military bases, what is causing soldier casualties are the drones that are targeting their bases. The rockets are just to expend iron dome interceptors.

You have some control, depending on the type of rocket, there are also guided grad rockets, you literally have hundreds of videos of IDf bases being attacked by such weapons, you just choose to not see.
