Lack of accountability is the root of this problem. In a perfect world, when cops violate your rights they would face some level of punishment.
But, too often, unless you have 2 or 3 years to worry and $20 or $30k for a lawyer to buy your day in court, justice won't be served.

Just like every other court ruling, there is rarely any, if any, penalty for violating a court ruling, except proceed with yet another civil lawsuit. It's the government's game where the people pay whether your side wins or loses. Meaning, they'll just do it again.

Going on my third year of a grasshopper invasion. They have decimated so much of my garden, plus killed a half dozen fruit trees and destroyed my elderberry crop, this year alone.
I have not found a natural way to keep the grasshopper population down.
