@MaxJordan_N @AnilMakam That's certainly true, & I agree w/ ur point abt need to decrease wasteful NIH regs/rules. It's just that other constraints are also needed, since grant admins can also spend "overhead" money in less productive ways & can lack incentives to be efficient in their own right ✌️

@MaxJordan_N @AnilMakam Not necessarily. Just like "business" expenses, there are lot's of ways to pad expenses in ways that are really "perks" or "income" rather than true business expenses. A good system should provide at least a moderate incentive to keep expenses like IDCs low
