This has been going on since the 90s, fans blamed Scrappy for how Hanna Barbera kept trying to retool the franchise so much during the 80s. In fact Fred & Velma for most of the decade. It wasn't until in '88 with A Pup Named Scooby Doo that the gang was reunited.

Various little things like how Bush did honor the Transfer of Power. He also didn't fully encourage his supporters to go after minorities when things went wrong. In other words while Bush's adminstration did have its problems he wasn't as overly "populist" as Trump was.

In the 90s people started blaming Scrappy on why Fred & Velma were absent for most of the 80s. In the late 70s/early 80s Hanna Barbera tried to focus exclusively on Shaggy & Scooby. They kept Daphne around as the "Token Girl" but they kept trying to change the franchise around.
