Technically, no.
A lot of people who detransition can do so for financial reasons, for fear of safety from peers etc, not necessarily because they regret their transition.
Regret is just one possibility. And often the least common.

Trans men are still men, so if two men (cis or trans, mix and match as appropriate) have sex, its still gay sex.
