When the first confirmed reporting of a positive test from the Kentucky Derby winner is the trainer holding a press conference at the barn, you know the regulatory processes and approach to transparency are highly flawed.
My last race meeting on duty with the HKJC. Finishing 3 years on Friday and back to USA with a new project ahead. It was a tremendous run with superb growth in our business & content. Thanks to many, but particularly these front line HK media so dedicated to covering the sport
Anyone who thinks the Derby is ruined? It could be the best one yet, it will almost certainly be a collector’s item to be at THIS Derby. Traditions can be overrated when placed next to the alternative...so let’s embrace the novelty!

Have been told today that I am no longer required by Sky Racing. It’s been an eventful 13 months and I’m grateful to all the people who have supported me since my return from Hong Kong. The clear highlight was during Royal Ascot, when I fell off the set cheering Afaak home...
Excited and honored to take this next step in helping improve our great sport. There are countless discussions to be had and details to come. I embrace these challenges and hope you join us in the future.
Final thought tonight - Hope some Preakness viewers today learned that horses love to run, it’s what they do, and have been bred to do, and they do it naturally. Thanks to Bodexpress for imparting the unexpected lesson.
Arbitrary nature of U.S. stewarding under Category 2 on full display again.
Incident btwn Sierra Leone & Forever Young would get a LONG look under Cat 1 anywhere in world given margins.
Meanwhile, stewards here under Cat 2!!!don’t even light the lamp?
What are we doing?
You know who should be explaining how stewards made decisions, interpreted rules, how/why horses were demoted?
THE STEWARDS THEMSELVES.
Not track executives, not track announcers, no one else...the stewards should be out in front...every day. You decide it, you explain it.
The race timing disaster in this country is such an embarrassment and reflective of the sport’s lack of interest in actual integrity and proper infrastructure.
Cody Dorman's family requested donations in his memory to Make-A-Wish of Ohio, Kentucky and Indiana.
You can do that at the link below and hope you can join me in doing so today.

NYRA CEO Dave O’Rourke tells Racing & Gaming Conference at Saratoga they are now limiting CRWs to bet in win pool at 2MTP and no sooner to limit late win pool changes.
If you are buying a share in a horse through
@MyRacehorse
, you have entered into quite possibly the most transparent horse share purchase in the history of horse sales. Any bickering about it is the height of irony in a business which is notoriously opaque.
Thanks to
@CanterburyPark
which will become first Thoroughbred track in North America to time races from gate to finish, eliminating run-up!
This is some stellar news. Hopefully just the first in a series of similar changes. Story below...

The Kentucky Horse Racing Commission has just unanimously approved sweeping improvements to regulations which will enhance its ability to report violations publicly and also will open stewards' hearings to public/media, with limited exceptions.
I’d love to see full stretch runs of every SAR and DMR race posted to Twitter soon after race is run. Neither track account does it. Wonder why. HK, AUS almost all the time. Keeps you engaged.
The NBA banned Jontay Porter for life for betting on NBA games, which included games where he bet his own team to lose (even though he wasn't playing).

This sport is losing the plot. One “player” hit on a $65,000 bet which was nearly 20% of entire pool. Dear American Horse racing, you are killing American horse racing. Love, American horse racing.
The number of longggggggggggg time horseplayers who question the integrity of racing in New York based on rides they witness day in and day out is staggering. Memo to the industry - they aren’t all betting the same horse, and they don’t wear tinfoil hats.
The daily work of
@Steve_Byk
is incredible - a minimum of 15 hours of live radio chatter on racing weekly, sometimes more. His service is exemplary and deserves this accolade and more.
I see all these press releases about purses
@KentuckyDowns
being through the roof, new sponsorships for their races and sports betting partners...
So, how is it that takeout has been raised between 5-6% on most racing bet types? More space for rebate/discounts to CAWs?
Day 2 of the NTA...
Blown away with the notes of encouragement, the interest from so many that want to help, the hope this brings...understatement.
Thank you all. We know it needs to be more than words. It'll take some time, we've a massive task ahead.
Worth watching the P5 ticker start going negative when public was getting info. Why? The rule says if surface change is known before the start of sequence, all bets stand. Sequence was a minute from starting.
Most people see a mandatory payout in a jackpot pick six and think - now's my time to play! The jackpot is now being forced out.
You know who absolutely crushes it on mandatory payout days?
The groups.

Here is Mike Repole's interview with

from yesterday at Keeneland where he suggests horse owners serve as the driving force in controlling the future of the sport.
Gets a bit tougher to accept claiming races which enabled Navarro and Servis to buy horses from races and make a mint off them at much higher levels. We need to review how we fill races, how we create races, and if the constant price-tagging is the right approach.
Anyone want to run with this brainstorm? Is there a better time than now to cancel the 2020 Kentucky Derby and shift “Derbies” in America for 4YOs only and change everything? “Nothing is sacrosanct.” Hmmm...how does the landscape change...for the positive? For not?
Mattress Mack with a tremendous open to the

Been two weeks since about $6 million was "bet" into tri, super, Hi-5 pools across at least 6 tracks in 2 countries and 15 races. Except...it was fake?
How is there not more detail on it yet and are regulators asking questions yet?
I’m looking forward to a full and complete stewards’ report in about an hour or two. Oh wait…I’m not anywhere else in the world where those things happen.
It took 27 seconds after the winner hit the line for a clean image of the Melbourne Cup photo to be shown to the world. Horses were still pulling up. Wake up America.
My issue with what just went down at MTH is the process. Our sport does not take itself seriously enough. This is one of a number of issues which will contribute to our continuing decline if we don't institute major improvements. Customers deserve better. We all deserve better.
Penny breakage is coming to all who play Kentucky racing! Your rightful winnings will be paid in full…an American first. Thanks

I thought it was time for an updated thread about the state of CAW betting and late odds changes on North American racing.
For whatever reason, it seems quite a few people are just now getting attuned to it. Some want answers...
Here's a 🧵...
If Tony Romo was half as good at executing as a player what he can predict as a broadcaster, he’d have won multiple Super Bowls, it’s really incredible.
Really blows my mind how poor the coverage of Royal Ascot is if you are trying to watch via a U.S.-based ADW.
Viewers don't see full screen vision of horses until after race begins. Start obscured thus far for every single race.
Golden Pal paid $2.74 to win the Woodford.
Those that backed him in the win pool shared more than $14,000 extra thanks to penny breakage on races in Kentucky.
The number you've all been waiting for - more than $61,000 additional returned to bettors in WPS pools on today's Million card at Churchill, the track's first experience with breaks to the penny.
There are just so many things happening in these NYRA races that are begging for proper exposure in a complete stewards' report where jocks should be interviewed (trainers too) and findings released.
It’s been a busy time working to establish NTA, formalizing goals, strategies to execute them, etc.
Wanted to offer a few thoughts on the recent

If it took a coding error (?), exploited to the tune of millions to expose widespread issues, so be it.

These two rides rightly create doubt in the minds of horseplayers, and surely other stakeholders, regarding the integrity of the race. You’d love to see Commission, stewards acknowledge it, investigate, etc. A basic obligation…
Said it before, will say it again, and will keep saying it...
Assigning reserve runners (AEs) the widest stalls is NOT random. It just isn't. You didn't make body of field - go to the widest gate if you are lucky to draw in? Yep.
It needs to change. We need to be better.
Today's regrettable finding...

Barely perceptible drop of hands before finish, dead heat…5 week ban. If 5 wins, no ban. If he runs second, probably 7 weeks!
Easy to debate whether too harsh or not, but I know MANY horseplayers wish their interests were looked after as much as this.
Effectively a five-week suspension for Vincent Ho (misses 10 meetings) for failing to ride out his mount Capital Delight (red cap, horse 5) when dead-heating for first in Race 5 at Happy Valley last night. Suspension period Wednesday 18 Oct to Monday Nov 20.

Exciting to see a horse like Yoshida, untried on dirt, take a chance in the Woodward and connex rewarded for it. While still exceedingly rare, another dual-surface G1 winner in America after Catholic Boy did it a week ago.
Tomorrow is opening day

Transparency in racing. How about the HK stewards calling media into their inquiry room (which is at ground level) during the race meeting to show them isolated video of incident at gate which led to race being declared a no-contest.

Very exciting for US players as confirmation the US will participate in the monster commingled pools for Royal Ascot. To put in perspective, average full day of Ascot in HK pools last year was about US$16 million. Tote pools US bet into last year about $4 million/day.
Hope all enjoyed

This seeming case of outrageous neglect out of West Virginia is horrific. The state’s operation of racing borders on “lack of institutional control.” My question - where are the institutions which should be policing this? Where is Jack Rossi, chair of the WV Racing Commission?
Joao Moreira suspended for 6 meetings (3 weeks) and set to miss a big day of G1 races in February after pleading guilty to failing to ride out his mount to the satisfaction of the Stewards. His mount in middle below - white colors - finished fast closing 4th.
Just finished call with 1/ST's Aidan Butler about wagering issues yesterday.

Thanks to penny breakage, more than an extra $120k returned to winning bettors of Keeneland today from just the win, place and show pools. More overall.
Kentucky pays you more.
It all begins Friday and applies going forward on all races run in Kentucky - BC this fall, Derby next year, etc, etc. Your rightful winnings back in your pocket/account, to the penny.

I really want to hear explanation of why P4/P5 bets ending in TB Derby paid to all. P4/P5 bets were locked-in hours before communications failed.
That R11 itself was non wagering - I get it. But for bets placed way before that and locked in already?
A potential answer in🧵
Here are the rules in Kentucky. No doubt in my mind that the demotion WAS warranted under THESE rules. That said, the horse that won what is arguably the world's most important horse race by 2 lengths for impeding horses who were unlikely to have finished in front of him.
Racing in America has experience serious declines in wagering over the last 15 years. The sport isn't treating its customers as it should. How this happened is mind-boggling.
Emerald Downs joins the Kentucky tracks in offering penny breakage in each betting pool when the track opens May 4.
Also a Dynamic Morning Line will be instituted before each race beginning with the 2nd race.
Kentucky House Bill 607, which would, among other things, shift pari-mutuel breakage on Kentucky races from $0.10 to $0.01, was passed favorably from the Licensing, Occupations & Administrative Regulations Committee just now. Thanks
@repkoenig
for his leadership! Let’s go!!!
“Ride Like a Girl” producer Richard Keddie, who does not have any racing background, calls out the sport, on behalf of it, to better capture fans/support.
“If you’d just explain your sport to us more, we’d like it.”
Suggests racing far too wrapped-up in itself
#ARCSA2020
Remarkable. The story changes 3 days later.
But with millions shifted, thousands of customers fuming, why stand up on Friday & explicitly relay wrong, or at least wholly unverified information? It's unthinkable for a regulator. How can you trust them?
There it is...after much debate (none against breakage provision) House Bill 607 which changes breakage on KY races to the penny passes Kentucky House of Representatives 66-29. Goes to Senate now. Tremendous thanks
