Pakistani state is not just incompetent. It's essentially asleep and careless. Iran and even Taliban-run Afghanistan anticipate & plan contingencies for social instability and things like this. Pakistan does nothing, hoping everything will just be okay itself.
I think increasing urbanization and social media proliferation contributed the mobilization of the people. Also the fact that Pakistani state is relatively open AND incompetent. Such kind of anti-regime mobilization would be unthinkable in Baloch regions of Iran and Afghanistan.
