Why do people assume violent criminals have a right to a risk-free, injury-free arrest regardless of their level of resistance?
Rubbish on stilts. As with all stories in this race-mongering genre, one must ask, "Disproportionate to what?" They always compare arrest data with population data, not to offender data.
Speaking as a cop of many years' experience, it's very simple: Enforce the law, regardless of viewpoint. When you make allowances for lawbreaking, you just get more of it.
