@SomeNicheMeme @aragon1500 @ProjectLiberal @JDVance Authorization to spend X on Y is not equivalent to Y being fixed without recourse. If X is spent on Z instead of Y, that's one thing. But "we didn't need Y after all so we won't spend taxpayer money on it" is absolutely permitted. Authorization of funds is not compulsion.

@althawk921 @vigneshr4m @ProjectLiberal @JDVance In short, the act of funding does not free what is funded from management, restructuring or eliminating that which is funded by another body. Expenditure is merely providing funds for a given function, not the permanent enshrinement of that function.

@aragon1500 @ProjectLiberal @JDVance Congress authorizes spending. That does not give them authority over the management of Executive departments, including shutting them down. You think "if they paid for it he can't end it" makes sense but it doesn't. The Office Of Civil Defense was ended entirely via EO.

@vigneshr4m @ProjectLiberal @JDVance DOGE isn't spending. Its cutting. Congress does not take ownership of a department when it authorizes funds for it. Congress also gives grants for University research. This doesn't prevent those Universities from shutting down their own research.
