The reasons it isn't road legal in Europe have nothing to do with occupant protection. The reason is that there are concerns about pedestrian impact safety due to sharp edges and corners. This is probably valid, but from a holistic point of view, the Cybertruck is probably one of the safest large American trucks for pedestrians due to the low hood height and active safety. I just tested the occupant protection in one of the most difficult scenarios and walked away without a scratch. I am aware that this is an anecdote but I would imagine it will be corroborated once crash test results are released by Tesla and once independent crash testing is performed.
