Double-Billing: Certain grantees obtain Fed Block Grants from DHS yet also bill to Medicaid. These providers, with many others are free to double-bill to their grants/Medicaid as they wish since we have no mechanism to stop double-billing, leadership knows but they won’t stop it

Extent of rot is deep & frightening at DHS. If one were to do a quick Google search on our ex-DHS leaders, you’ll find many of them involved in massive fraud scandals. Some leaders have designed entire programs to milk our Medicaid system to the max using their DHS connections.

Retaliation, when staff report wrongdoing affects all strata of DHS incl members of HR. A number of high-level HR staff are resigning with one staff verifying that retaliation & investigations disproportionately affect diverse staff as a trend that started under Jodi Harpstead.
