You know what? The player is not a goblin. If they chose to play a goblin it's probably because they wanted to invite certain interactions in the game. Removing negative NPC reactions from the game takes away much of the reason to play that type of character.

Most people are completely missing the point that negative things happening to the character is not something happening to the player. In most cases, throwing adversity at the character is what the player desires; it's what makes the game.

I'll extend an olive branch at least half-way to the people reacting with outrage. A DM should not use NPC's negative reaction as a way to pressure someone not to play a certain character. He should just be honest he doesn't want to deal with that particular hassle.

Negative NPC reactions should be intended to make the game fun, ie generate challenges it's possible, through play, to overcome. Just punishing player choices isn't fun for anyone. Be honest with what you want.

The particular situation with a goblin is actually pretty easy adjudicate. He wanders around with his cloak pulled low, and everyone assumes he's a dwarf or tall halfling, until he needs to reveal himself in order to scare the pants off someone (goblins are scary).

Flaws do not make a character "well written". A well written character is one who is well realized, whose actions make sense to the audience. A good story doesn't require a "flawed character" it requires conflict; conflict with the possibility of failure and stakes that matter.
