Not true the majority members of the House of Representatives can elect anyone even non congress members to be speaker of the house. So in theory if the republicans are the majority they could vote in a non congressional member to be the speaker of the house.

To make it equal the House of Representatives should be able to run twice for a total of 4 years the senate should run twice for a of 12 years.
House 2 terms of 2 years each for a total of 4 years. Senate 2 terms of 6 years each for a total of 12 years
