@aarmlovi @petercoy @cbcny Fair flags. The paper cited in the NYT piece does make some valid points on delivery vehicles and intra-zone trips (they fixed this for FHVs after we pushed) but it inexplicably ignores phase 1 as if FHVs don’t have a $2.75 congestion charge (& ignores sales tax & PA access fee).
