Interesting impulse to resist, regardless of what the resistance is. This person doesn't have a strong belief that they should or shouldn't stay in their job. They just want the opposite of whatever the higher-ups say. If a memo came out asking them to stay, they'd quit.
Federal employees on Reddit seem to be actively planning to oppose the buyout offer. These people are probably going to "resist" their way into just not doing their jobs until some excuse can be found to fire them.
