The legislative and judicial branches are there for exactly that. When the executive branch gets too big for its britches, the legislative and judicial branches are there to smack your facist asses down.
If a judge tried to tell a general how to conduct a military operation, that would be illegal. If a judge tried to command the attorney general in how to use her discretion as a prosecutor, that's also illegal. Judges aren't allowed to control the executive's legitimate power.

@1dearly_beloved Adoption never saved anyone from anything. The only guarantees in adoption are trauma, loss, lies, and human rights violations. Grow up and stop being so emotional.
