The league's continuity is a big part of what makes it special. Rivalries have depth to them; relationships get built that span school boundaries as well as generations; and there's a very real sense of iron-sharpens-iron within the CCIW in almost every sport.

That "plenty of money" isn't necessarily D3's to spend. D3 is allotted (I think) only 4.19% of the NCAA's total annual income. D1 calls the tune in the NCAA, because D1 March Madness and FBS football are what provides the NCAA's income.
