It's so they can appeal to the Chinese market, since "too much blackness" in a movie is apparently a turn-off for them.
Disney gotta have that sweet Chinese 💲💲💲 though, so making the character a bubbly ghost with no distinctively black features makes him "safe and marketable".

The Mr. Meaty puppets were made from latex, and despite being very fragile it was easy to cast several heads or body parts to have on hand in case of needed repairs.
It wouldn't surprise me if that Josh puppet is newly made using the same mold from the original run.

I'm not happy that they removed it, but I understand why they did.
When that confession hits, it hits HARD. I imagine Disney execs wanted to lighten the blow for the kids' sake and overdubbed the scene as a result. Which is a shame since this version is much more impactful.

It was produced right before the Disney acquisition. The episodes were all completed but Disney shelved the series because they wanted to focus on the sequel series, plus the lowbrow humor of Detours clashed with the family-friendly approach Disney took with Star Wars' marketing

My guess is that it helps achieve the idea of him being a character in an aquatic setting, where the shading would lean more blue to match the water.
However in more standard lighting his holes appear to be a darker, less saturated shade of yellow, rather than green.

Aside from the sub-aquatic lifestyle, the Bikini Bottom residents aren't too different from the cynical jerks you run into everyday. Spongebob represents that glimmer of optimism and hope in an otherwise dull society.

The movie's over 20 years old and the guy is in his 60s, so I don't blame him for being a little rusty. It's still a good drawing albeit a little off-model, & his contribution helped shape the furry fandom into what it is today
