There are in Mexico City some places named "fondas". They don't have a menu and only offer few different things for lunch*, in 3 dishes, one after another. First, soup, after that rice or some salad and last a main dish.

For the Fellas melting in Europe due to the heat wave:
I use a shirt made out of cotton with long sleeves and wet them. The water evaporates and cools down the sleeves, cooling down my arms, cooling down my blood there, cooling down my body. It doesn't last long but it works.
