Jacksonians (1829-49) used this strategy to reduce cronyism in govt. Since the legislature was beholden to special interests, Jackson et al vetoed, recess appointed, fired bureaucrats, etc. to implement their policies. Historically, it’s the only strategy that’s shrunk govt.
