Idk about underutilized. Not counting the films, he’s in a majority of adaptations and has always remained one of his larger villains. There’s a lot more Superman villains who are barely in any adaptations that deserve a lot more attention

Sarah Simms was the ex-girlfriend of Cyborg who teaches at a school for disabled children. I don’t think it would be that far of a stretch to say after he became Cyborg, he basically ghosted Sarah, which lead her down a rough path into the HIVE’s clutches
