@Odoyle1201 @spectrm @jahimes And it’s often even *more specific* than that, too. Congress has explicitly passed aid to Ukraine multiple times, for example, it isn’t ambiguous at all. Trump can’t just not disburse those funds lol.

@spectrm @CroakerBC @jahimes You’re wrong for many reasons on these points, but again, if Congress appreciates funds explicitly for a specific purpose, the executive cannot sign that legislation and then later refuse to disburse those funds lol. Oh well, just watch the courts tear these plans to shreds.

@spectrm @jahimes For example, USAID: 1) was explicitly made into an independent agency in 1998 by Congress 2) has been appropriated funds for explicit purposes many times, most recently in Ukraine aid packages signed by Congress. The exec can’t destroy the agency nor can it cancel those funds
