@DailyMonitor @IsaacSsemakadde Isn't section 115(3) of the Penal Code Act contrary to Article 21 of the Constitution and therefore unconstitutional (discrimination on the ground of sex)? Why isn't it an offense to insult the "modesty" of a man or boy? Does it mean that men or boys don't have "modesty"?

UPDATE: The Uganda Law Council has rescinded its earlier decision and issued a temporary practicing certificate to Kenyan lawyer, Martha Karua, allowing her to represent Dr Kizza Besigye and Hajj Obeid Lutale before the General Court Martial tomorrow, Juliet Kigongo reports. Besigye and Lutale, who were abducted in Nairobi, Kenya in November and returned to Uganda, face charges related to security and unlawful possession of firearms and ammunition. #MonitorUpdates
