Probably a double exposure.
They recorded the scene once with the Warners, and once without, which would just be the plain background with no animation.
Putting the two recordings together makes them look transparent.
Mike Pataki, the voice of George Liquor in this short, passed away in 2010. Cans Without Labels released in 2019
This 10 minute short took almost an entire decade to be made. And it came out like this.
